About Roy Phelan
Experience & Leadership
I am a senior technology and infrastructure delivery leader with over 20 years of experience across telecommunications, fibre networks, hyperscale cloud infrastructure and data centre connectivity.
My career spans hands-on engineering through to strategic leadership, overseeing complex infrastructure programmes across the UK, Europe, the Middle East and Africa.
I specialise in leading engineering teams, managing strategic suppliers and aligning stakeholders to deliver critical infrastructure at scale. My expertise includes metro and long-haul fibre networks, optical transmission systems and data centre interconnectivity.
My leadership philosophy centres on accountability, operational excellence and predictable delivery. I focus on developing high-performing teams, identifying risks early and creating the conditions for successful execution.
Today, I connect infrastructure strategy with delivery excellence, enabling the resilient, scalable networks supporting cloud computing, artificial intelligence and the next generation of digital infrastructure.

Leadership Philosophy
I believe successful infrastructure delivery begins with clear accountability, empowered teams and a culture where challenges are identified and addressed before they become critical.
My leadership philosophy centres on creating the conditions for people to succeed: establishing clear ownership, strengthening collaboration across organisational boundaries and developing the capability and confidence of those responsible for delivery.
I place particular emphasis on early risk identification, transparent governance and informed decision-making. Predictable delivery is not achieved by reacting faster when programmes slip, but by building the visibility, discipline and leadership necessary to prevent avoidable delays.
Ultimately, I measure leadership success not only by the infrastructure delivered, but by the strength of the teams, partnerships and operating practices left behind.
